(3) The scheme provides for the grant

of a monopoly to the Company for a

period of five years and for

In view of Article 24 of the

Air Navigation Convention of 1919 it will

be preferable for the Government, instead

of so providing the accommodation free of

charge or at a nominal rent, to make a

reasonable charge to cover housing and

landing fees and to make up the extra

cost to the Company by an equivalent

addition to the subsidy.
